Chickens: at what weight do brown pullets begin to lay eggs

pls, experts in the house i need to hear from u, i
have 51 brown pullets @ 131 days (about
19wks) old, i feed them 96grms/bird/day, yet
some still weigh bellow 1400grms. Pls is this
normal? How much longer will it take them to
start laying?

They start laying at about 21-24 weeks old.
